There is a lot of confusion among the students regarding which university to choose Private University or Deemed University. Choosing an undergraduate or postgraduate program is very important for anyone’s career hence it is important to know every detail about the course as well college/university that you are applying to.

What is Deemed University?

“Deemed” is a status of autonomy granted to a university by DHE under MHRD, on the advice of UGC. Deemed to be Universities has the advantage in deciding courses, syllabus, admissions, and fees. Some Deemed to be Universities can also grant degrees on their own. Deemed-to-be Universities, which continue to perform well, can get the status of a full-fledged University. Number of Deemed University also offer Direct admission in engineering and direct admission in MBBS

According to the new norms, for an institute to be Deemed University, the educational institute has to be functional for at least 20 years, have 100 teachers and 2,000 students, a minimum teacher-student ratio of 1:20 to get deemed university status

Difference between Private University and Deemed University

Though it looks similar, Private University or Deemed University has lots of differences. These universities are categorized on several basis like grade system, education standard, grade by the All India Education Council, courses, etc.

Rules and Regulations:

The main area of difference between the deemed universities and private universities is in the rules and regulations that are required to be followed. 

Private Universities have to follow a lot of strict rules and norms which the Deemed universities don’t. Deemed Universities have the right to carry on their educational affairs such as conducting the examination and setting up the syllabus. However, the private Universities have to consider a particular time for all the colleges under it.

For example, for all the colleges that come under Pune University will have to follow the guidelines placed by Pune University. The schedule of exams for all the colleges under Pune University will be the same whereas Deemed universities have the flexibility to schedule their exams on their own.

Similarly, colleges under Deemed Universities can have their syllabus unlike colleges under Pune University will have a common syllabus as prescribed by Pune University.

Fee Structure:

Another difference between private universities and deemed universities are in fee structure. The fee structure in deemed university is comparatively more than the private University. The fee structure in deemed universities is more flexible as compared to the Private universities.


The status of these deemed universities is accorded by the UGC (University Grants Commission). 

Section 3 of the UGC Act, provides for the conferring of this status of autonomy granted to excellent performing institutes and departments of diverse universities in India.

 For an institution to be given the status of a private university, the state legislature conferring the status has to pass an act by which the institution will receive the status of a university. Private universities have to be recognized by the UGC so that the degrees awarded by them have to be of any value.

Course Structure:

A deemed university cannot be run only by offering a course on diverse subjects. There is a research field that runs under the university. But this condition is not necessary for private Universities. If you are planning to do graduation or post-graduation in engineering, management, medical, physics, maths etc, and then you can opt for any of the recognized university, private, or deemed. But if you want to go to the research field from some definite sector then Deemed universities may be a good choice.

There is a misconception about deemed universities that it offer fake degree. Each degree from Deemed university are recongnised by the Ministry of Human Resources and Development.
